The Village of Key Biscayne is seeking a highly capable, strategic, and disciplined professional to serve as Executive Officer to the Village Manager. This position functions as a direct extension of the Village Manager, providing executive‑level support, strategic coordination, analysis, and follow‑through across the Village’s most important priorities.
This is not a clerical or purely administrative role. The Executive Officer is designed for a professional who can think strategically, execute pragmatically, and operate confidently in support of the executive level. One who can anticipate needs, manage complexity, and ensure that leadership direction translates into measurable action.
The Executive Officer supports high‑payoff strategic projects, coordinates the Village Manager’s community and intergovernmental engagement, operationalizes strategy, and strengthens alignment between the Village Manager, Council, departments, and external partners. The role emphasizes prioritization, synthesis, adaptability, and disciplined execution in a fast‑paced municipal environment.
This position offers both immediate organizational value and a meaningful developmental platform for an emerging public sector executive.
MINIMUM REQUIREMENTS:
- Bachelor’s degree in public administration, public policy, business administration, communications, political science, urban planning, or a closely related field.
- (master’s degree preferred.)
- Approximately five (5) or more years of progressively responsible experience supporting executive leadership, strategy, operations, policy analysis, project coordination, or organizational performance, preferably in government or a complex organization.
- Demonstrated experience collaborating with senior leaders, elected officials, governing bodies, or executive teams.
- Proven ability to manage multiple priorities, anticipate needs, and maintain disciplined follow‑through.
- Strong analytical, organizational, and problem‑solving skills.
- Excellent written and verbal communication skills, including executive‑level briefing and reporting.
- High degree of professionalism, discretion, judgment, and emotional intelligence.
- Fluency in English required; Spanish proficiency is a plus.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Executive Strategy & Thought Support
- Serve as a trusted executive‑level support to the Village Manager in analyzing goals, priorities, risks, and emerging issues.
- Conduct exploration, policy analysis, and environmental assessments to inform executive decision‑making.
- Prepare executive briefings, issue analyses, options papers, and talking points.
- Assist in framing complex issues, tradeoffs, and recommendations for leadership consideration.
- Anticipate issues and opportunities requiring executive attention and proactively prepare responses.
2. Strategic Execution, Monitoring & Reporting
- Translate the Village Manager’s strategic direction into clear initiatives, action items, milestones, and timelines.
- Track priority initiatives, executive commitments, Council requests, and deadlines.
· Monitor execution through structured tracking, performance controls, and regular reporting to identify risks, address delays, and support timely corrective action.
- Develop and maintain executive dashboards, status reports, and progress summaries.
- Help operationalize the Village’s strategic plan and focus areas through disciplined follow‑through.
3. High‑Payoff Strategic Projects
- Lead or coordinate special projects and initiatives directly supporting the Village’s strategic priorities.
- Manage projects requiring executive visibility, cross‑departmental coordination, and tight sequencing.
- Ensure continuity and momentum across initiatives in a dynamic environment.
- Provide structure, documentation, and accountability for complex efforts.
4. Cross‑Departmental Coordination & Organizational Alignment
- Coordinate initiatives that span multiple departments and external partners.
- Serve as an integrator between executive direction and departmental execution.
- Facilitate communication, alignment, and collaboration among department leaders.
- Support internal coordination to reduce silos and improve organizational effectiveness.
5. Council Support & Executive Communications
- Assist with Council agenda development, item coordination, and drafting of agenda materials.
- Prepare Council briefings, executive summaries, reports, and updates.
- Track Council requests, commitments, and follow‑ups to ensure timely response.
- Support clear, consistent, and professional communication between the Village Manager and the governing body.
6. Community & Resident Engagement Support
- Coordinate and support the Village Manager’s community engagement activities, meetings, and public presentations.
- Assist with managing escalated, sensitive, or complex resident matters delegated by the Village Manager.
- Help align executive priorities with resident experience and service expectations.
- Represent the Village Manager in meetings or engagements as delegated.
7. Governmental, Interagency & Legislative Affairs
- Support coordination with county, regional, state, and federal agencies, and partners.
- Monitor legislative and policy developments affecting Village priorities.
- Prepare legislative summaries, correspondence, and briefing materials.
- Track intergovernmental initiatives and ensure follow‑through on executive commitments.
8. Organizational Performance, Technology & Improvement
- Support organizational performance measurement, reporting, and process improvement initiatives.
- Assist with management modernization, technology, and digital transformation efforts.
- Improve internal workflows, executive coordination systems, and management practices.
- Contribute to a culture of accountability, clarity, adaptability, and continuous improvement.
SALARY RANGE: $71,160 – $116,347
