Job Summary
Rivero is seeking a strategic and systems-oriented Fractional HR & People Operations Manager to establish and strengthen human resources infrastructure across all Rivero entities. We operate employees and contractors in Florida, Minnesota, and across Latin America, utilizing Paychex for U.S. payroll and Deel for international team members. We are now looking to formalize and scale our HR processes across hiring, onboarding, performance management, compensation frameworks, compliance, and benefits rollout.
This is not an administrative HR role. This position is responsible for building structured, scalable people systems that support a growing multi-entity company operating across warehouse, logistics, wholesale, and technology functions.
The role will work on-site in Medley 1–2 days per week, with additional flexibility as needed.
Key Responsibilities
HR Infrastructure & Process Development
- Design and implement structured hiring processes across entities
- Standardize onboarding and offboarding workflows
- Develop job description templates and role scorecards
- Establish performance review and feedback frameworks
- Create compensation bands and pay scale structures
- Document internal HR policies and procedures
Multi-State & International Compliance
- Ensure compliance with federal and state employment laws (FL, MN, and applicable jurisdictions)
- Oversee proper worker classification (W-2 vs contractor vs international employment structures)
- Maintain compliant personnel documentation
- Partner with Deel and Paychex to ensure best-practice payroll alignment
- Advise leadership on HR risk and compliance exposure
Benefits Strategy & Rollout
- Research and implement health and dental insurance options
- Support selection and rollout of 401(k) plan
- Evaluate benefits vendors and broker options
- Develop internal communication strategy around benefits
- Manage ongoing administration and compliance
Employee Relations & Organization Support
- Serve as HR resource for managers and leadership
- Provide guidance on performance management and corrective action
- Support conflict resolution and employee relations issues
- Help shape a strong, accountable, performance-oriented culture
Systems & HR Operations
- Maximize use of Paychex functionality beyond payroll
- Recommend HRIS improvements or supplemental systems if needed
- Build scalable documentation and reporting processes
- Support workforce planning across entities
Qualifications
Required
- 5+ years of progressive HR experience
- Prior HR Manager, People Operations Manager, or HR Business Partner experience
- Experience building HR systems in growing or operationally complex environments
- Strong knowledge of multi-state employment law
- Experience managing warehouse and professional employee populations
- Ability to work directly with founders and leadership
Preferred
- Experience managing international teams or working with Deel
- Experience implementing health insurance and 401(k) plans
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification
- Experience in logistics, distribution, or warehouse-based companies
- Experience with Paychex or similar payroll platforms
Work Structure
- Approximately 10–15 hours per week
- On-site presence in Medley 1–2 days per week
