Role Overview:

Korn Ferry is partnering with The Illinois Housing Development Authority (IHDA) on their search for a Human Resources Director. The HR Director will lead the human resources function at the highest level for the Illinois Housing Development Authority, serving as a member of the Executive Director/CEO’s leadership team. This role is responsible for developing, implementing, and coordinating policies and programs across all aspects of Human Resources Management, including employment, employee relations, compensation, training, talent placement, safety and health, benefits, employee services, AAP/EEO, policies and procedures, as well as Workers’ Compensation and Unemployment Insurance programs.

Additional responsibilities include but are not limited to the following:

Provide comprehensive HR support to a workforce of approximately 350 employees, including employee relations, performance management, policy guidance, and benefits administration.
Balance and align staff needs with organizational priorities.
Directly manage a team of four while overseeing an HR organization of nine, including the Deputy Director, Senior Human Resources Manager, Training and Development Specialist, and Senior Staffing & Recruiting Specialist.
Co-lead the annual budgeting process, including payroll and staffing allocations.
Partner closely with IHDA’s legal team and department heads across the organization.
Administer the employee benefits program, including group insurance, Workers’ Compensation, Unemployment Compensation, disability, and retirement plans.
Maintain ongoing efforts to ensure equity with current benefit trends and compliance with legislated requirements and programs.
Administer compensation and performance appraisal programs under the direction of the Executive Director.
Design and implement programs and activities to support the Authority’s employee training and development needs.
Conduct and participate in compensation surveys to ensure competitive practices.
Develop and oversee recruiting and hiring practices to ensure IDHA attracts and hires a workforce that meets organizational staffing needs.
Carry out the Authority’s AA/EEO programs in compliance with government legislation and management directives.
Participate in exit interviews and grievance procedures
Identify employee relations issues and recommend appropriate actions to address and resolve them.
Participate in exit interviews and grievance procedures as needed.
Coordinate facility safety initiatives with the Sr. Operations Manager to ensure the highest level of protection for IHDA employees.
Take appropriate measures to prevent the unauthorized use or disclosure of highly confidential and proprietary information related to IHDA employees during the regular processing of semi-monthly payroll.
Serve as an active member of the Authority’s Policy Committee and Incident Command Team, providing input and guidance on key decisions.
Assist in planning and executing IHDA all-staff activities.

Requirements:

Bachelor’s degree is required. Strong preference for a degree in Human Resources.
10+ years of HR generalist experience.
Proven experience managing a team of direct reports.
Must possess a high degree of dependability, discretion and good interpersonal skills.
Strong preference for someone to have supported a similar sized employee population of approximately 350.
Project management/organizational skills.
Must be based in the Chicagoland area and able to work onsite at least two days per week.
