SUMMARY OF POSITION:
The Valley Community Healthcare Human Resources Director provides leadership and guidance across all HR functions while serving as a hands-on, visible, and collaborative partner to staff and leadership. Reporting to the CEO, this role is responsible for managing HR operations, compliance, employee relations, benefits administration, organizational development, performance management, workforce planning, and talent acquisition, while fostering a culture of engagement, growth, and accountability. The Director will lead and mentor the HR team, supporting their development and success, while also building systems that enable the department to demonstrate its strengths and advance alongside the broader organization. Success in this role requires excellent communication skills, critical thinking, and the ability to collaborate effectively with VCH’s Executive leadership as well as staff at all levels.
This is an in-person position based in Los Angeles, CA with potential for up to two days per week hybrid.
CORE JOB RESPONSIBILITIES:
Strategic Leadership
- In collaboration with the CEO, develop and execute HR strategies and initiatives aligned with VCH’s mission and goals.
- In collaboration with executive leadership, shape long-term organizational vision and people strategy.
- Identify and monitor key HR performance indicators; assess organizational success and market competitiveness.
- Serve as a trusted advisor to senior leaders, influencing decisions with HR expertise.
- In collaboration with the CFO and executive leadership, develop and manage the annual Human Resources budget, including staffing, benefits administration, employee engagement initiatives, and HR operational expenses.
- Provide leadership with analysis and recommendations related to workforce investments, compensation programs, and benefit offerings.
- Manage the development and ongoing improvement of HR policies, employee handbook updates, and organizational HR practices to ensure consistency, compliance, and alignment with VCH’s mission and values. Make updates to policies, circulate education and communication, and verify with employment counsel as needed to accomplish these tasks.
HR Team Leadership & Development
- Lead, mentor, and develop the HR team to ensure high performance, professional growth, and effective succession planning.
- Establish clear goals, provide ongoing feedback, and conduct regular performance evaluations.
- Foster a collaborative, high-trust environment that promotes innovation and accountability within the HR team.
- Ensure the HR department is resourced effectively to meet organizational needs.
Talent Management & Workforce Planning
- With support from the HR Recruiter, lead talent acquisition, retention, and succession planning strategies.
- Work with leaders to forecast staffing needs.
- In collaboration with Executive Leadership, facilitate succession planning.
- In collaboration with the CFO and executive leadership, develop budgets.
- Develop, oversee, and sometimes deliver, organizational learning and development strategies that support leadership development, workforce capability, and employee growth.
- Partner with executive leadership and department leaders to identify training needs and implement programs that strengthen management effectiveness, compliance, and organizational culture.
Employee Engagement & Relations
- Oversee and directly manage employee relations, counseling, and disciplinary processes, ensuring fair and legally compliant practices.
- Guide leadership in performance management and participate in conflict resolution with employees.
- Foster high levels of employee engagement and retention by implementing HR strategy jointly developed with executive management.
- In collaboration with executive leadership, design an employee engagement and wellness strategy.
Compensation, Benefits & Compliance
- Oversee the administration and regular review of employee benefits programs to ensure they remain competitive and aligned with organizational goals; partner with brokers and vendors to evaluate plan performance, communicate updates to employees, and support effective benefit education and utilization.
- Design and manage competitive compensation, benefits, and incentive programs.
- Monitor market trends to ensure VCH remains competitive.
- Ensure compliance with all employment laws, HR regulatory requirements, and accreditation standards.
- Develop, implement, and update HR policies; train supervisors on compliance responsibilities in collaboration with the Director of Compliance.
HR Operations & Systems
- Oversee HRIS (Paycom) operations and data integrity.
- Develop and maintain HR dashboards and reporting tools that provide leadership with insight into key workforce metrics, including recruitment, retention, employee engagement, turnover, and workforce demographics.
- Ensure HR systems and reporting processes support accurate data management and timely reporting to internal leadership and external stakeholders.
- Deliver timely and informative HR communications across the organization.
- Guide the HR team in execution of day-to-day operations and strategic initiatives.

WHAT WE LOOK FOR:
- Bachelor’s degree in Human Resources, Business Administration, Organization Development, or related field required; Master’s preferred OR equivalent relevant experience.
- 8–10 years of progressive HR leadership experience, including strategic and talent management.
- Healthcare industry experience required.
- Strong knowledge of California employment law required.
- Bilingual in Spanish/English preferred.
- SHRM-CP or SHRM-SCP preferred.
- Demonstrated leadership, interpersonal, and verbal and written communication skills.
- Strong organizational and project management abilities.
- Ability to build consensus, foster positive employee morale, and lead in a diverse, fast-paced environment.
- Proven track record of driving organizational performance and employee engagement.

SCHEDULE: Full-Time
SALARY RANGE: $160,000-$180,000 salary is subject to adjustments based on individual skills and experience.
