Position Summary
Rooted Life is seeking a detail-oriented and highly organized HR Manager with strong recruiting experience and working knowledge of California employment compliance.
This is a hands-on operational HR role responsible for supporting the full employee lifecycle, including recruiting, onboarding, employee documentation, HR compliance, and HR administrative operations.
The HR Manager plays a critical role in ensuring accurate employee records, compliant hiring practices, and consistent HR processes while supporting managers and employees in a fast-paced, mission-driven environment.
Key Responsibilities
Recruiting & Hiring
- Manage full-cycle recruiting for recovery housing and operational staff roles
- Screen resumes, conduct HR interviews, and coordinate hiring steps with hiring managers
- Post and manage job listings across recruitment platforms
- Maintain applicant tracking systems and candidate documentation
- Ensure hiring processes comply with California employment law and federal hiring regulations
Onboarding & HR Administration
- Coordinate new hire onboarding, including completion of I-9 verification, required notices, and employee acknowledgments
- Maintain accurate employee files and HR documentation in compliance with regulatory requirements
- Manage onboarding checklists, background checks, and credential documentation
- Track employee training, certifications, and required compliance records
HR Compliance
- Support compliance with California labor laws, including wage and hour requirements, paid sick leave, and mandated workplace postings
- Maintain documentation required for audits, inspections, and regulatory reviews
- Track delivery and acknowledgment of required employee notices and HR policies
- Ensure proper documentation related to employee classifications and employment records
Employee Relations & Corrective Action
- Serve as a primary HR contact for employee questions related to benefits, PTO, leave of absence procedures, and HR policies
- Support managers in documenting performance management and corrective action processes
- Assist with preparing investigation and disciplinary documentation when required
- Maintain strict confidentiality and professionalism when handling sensitive employee matters
Policies, Procedures & Office Support
- Assist with the development and updates of HR policies, procedures, and employee handbook materials
- Support day-to-day HR administrative operations and documentation management
- Maintain HR systems, portals, and document management platforms
- Provide general administrative support to the HR and leadership teams as needed
Qualifications
Required
- 5+ years of relevant HR experience (Bachelor’s degree or equivalent experience preferred)
- Strong full-cycle recruiting and candidate screening experience
- Working knowledge of California employment laws and HR compliance requirements
- Exceptional attention to detail and organizational skills
- Strong written and verbal communication abilities
- Ability to manage multiple priorities in a fast-paced environment
Preferred
- Experience in recovery housing, healthcare, behavioral health, or human services environments
- Experience supporting hourly staff or residential workforce teams
- Familiarity with HRIS platforms and applicant tracking systems
- Professional HR certifications such as PHR, SPHR, SHRM-CP, SHRM-SCP, or CalCHRP
