About the Role
We are seeking a strategic, hands-on Director of Human Resources to build and lead the HR function for our growing organization as we expand into our new Carlsbad office. This role will support both Rockwater Tax and TaxRock, serving as a key leader in driving talent strategy, scaling our workforce, and building a high-performance culture. This is a high-impact role with a heavy focus on recruitment and talent acquisition, requiring a leader who can both set strategy and execute. The ideal candidate thrives in a fast-paced, growth-oriented environment and has a proven track record of recruiting the best, developing scalable HR processes, and partnering closely with executive leadership.
Responsibilities
- Partner directly with executive leadership to align HR and talent strategy with company growth objectives across Rockwater Tax and TaxRock
- Own and lead all recruiting efforts, including building a scalable talent acquisition function, managing pipelines, and driving hiring across all departments
- Develop and execute innovative recruiting strategies (outbound sourcing, employer branding, campus recruiting, events, and partnerships) to attract top talent
- Build workforce plans in partnership with department leaders, proactively forecasting hiring needs and capacity requirements
- Lead and mentor hiring managers on best practices in interviewing, selection, and closing candidates
- Design and implement scalable HR infrastructure, policies, and programs to support a multi-state, high-growth organization
- Serve as a trusted advisor to leadership on organizational design, performance management, employee relations, and workforce planning
- Oversee onboarding and integration processes to ensure strong employee ramp and engagement
- Drive performance management frameworks, career pathing, and leadership development initiatives
- Lead compensation strategy, including benchmarking, incentive plans, and annual review cycles
- Ensure compliance with all federal, state, and local employment laws across a multi-state workforce
- Champion and evolve company culture, ensuring alignment across the Carlsbad office and remote teams
- Build programs that enhance employee engagement, retention, and accountability
- Act as a visible, approachable leader and cultural ambassador within the Carlsbad office and across the organization
- Oversee internal communications, recognition programs, and team-building initiatives
- Maintain expertise in HR best practices, employment law, and emerging trends in talent and organizational development
- Lead HR systems, reporting, and analytics to inform decision-making and improve outcomes
- Drive continuous improvement across all HR and talent functions
Qualifications
- Bachelor’s degree in Human Resources, Business, or related field
- 8+ years of progressive HR experience, with 3–5+ years in a leadership role
- Proven experience building and scaling recruiting functions in a high-growth environment
- Strong expertise in talent acquisition, organizational design, and performance management
- Deep understanding of multi-state employment law and HR compliance
- Experience supporting professional services, Tech, or high-growth companies preferred
- Demonstrated ability to operate both strategically and tactically (player/coach mindset)
- Exceptional communication and leadership skills with the ability to influence at all levels
- High level of integrity, discretion, and sound judgment
- Strong analytical and problem-solving capabilities
- Comfortable working in a fast-paced, evolving environment with shifting priorities
- Proficiency with HRIS, ATS platforms, and modern HR technologies
