Overview:
XMSTART is seeking a dedicated professional to lead and manage our People Operations function. This role involves managing the company’s Talent Acquisition, HR, and culture-driven priorities. In this role, you will work closely with senior leadership to align processes, procedures, interactions, and engagements with all employees to ensure XMSTART fosters a positive, competitive, rewarding and high-performance workplace environment. This position is located in Fairfax, VA.
Key Responsibilities:
- Foster a positive workplace culture by planning and executing employee engagement initiatives.
- Address employee concerns, resolve workplace conflicts, and foster a positive work environment.
- Manage employee reviews, incentive compensation plans, feedback development, and personnel growth through transfers/moves.
- Ensure corporate adherence to OFCCP, EEO, SCA, ERISA, AAP, Stated Company Benefit Plans and government contracting employment regulations.
- Maintain and regularly update the company handbook to ensure compliance with current employment laws, reflect evolving company policies, and support clear communication of workplace expectations.
- Educate employees on policies, compliance, and operational workflows.
- Provide guidance and support for employees on Performance Improvement Plans, as necessary.
- Oversee the company’s compensation and benefit strategies to ensure they remain competitive
- Utilize HR Systems to maintain streamline HR Process, improve data accuracy and enhance decision making.
- Manage the entire lifecycle of employee experience from talent acquisition to onboarding and retention.
Required Skills:
- Understanding of HR laws, government contracting regulations, and affirmative action policies.
- Strong ability to mediate disputes, address complaints, and foster workplace engagement.
- Experience in security clearance hiring, proposal staffing, and onboarding strategy.
- Strong ability to educate teams, facilitate interactive learning sessions, and enforce workplace policies.
- Skills in developing incentive plans, managing feedback programs, and coordinating employee gatherings
- Excellent leadership, communication, and interpersonal skills.
Minimum Qualifications:
- At least 6 years of recruiting and/or HR experience
- Ability to handle employee complaints, onboarding, and policy recommendations.
- Ability to develop and facilitate training to ensure employees understand company policies and workflows.
Preferred Qualifications:
- Proven track record in HR compliance, affirmative action planning, and security clearance hiring.
- Demonstrated ability to develop HR policies, optimize corporate processes, and ensure regulatory alignment.
Education:
- Bachelor's degree in human resources, business administration, or a related field. Relevant experience in HR operations, recruiting and compliance within a government contracting environment.
Security Clearance Requirements:
- Must be able to possess a TS/SCI clearance with CI Poly
