Job Description:
Sino Biological is looking for an experienced HR Manager to lead and oversee the Human Resources function for our U.S. operations. The HR Manager will supervise the HR team (HR Generalist and HR Specialist), ensure compliance with federal and state employment laws, support organizational growth, and drive initiatives in talent acquisition, employee relations, performance management, and learning and development. This role partners closely with U.S. leadership to strengthen our employee experience, support business objectives, and build a scalable HR infrastructure for a rapidly growing biotech organization.
Key Responsibilities
HR Leadership & Operations
- Lead daily HR operations; ensure scalable processes as the company grows
- Supervise HR Generalist and HR Specialist; provide coaching and oversight
- Maintain accurate HRIS (ADP) data and lead process improvements
Talent Acquisition & Onboarding
- Oversee full-cycle recruiting executed by HR Specialist
- Improve hiring pipelines, employer branding, and hiring manager training
- Ensure consistent onboarding, probation evaluation, and new-hire experience
Employee Relations & Performance Management
- Serve as primary contact for ER matters; conduct investigations
- Train managers on performance management, goal setting, and feedback
- Oversee performance review cycles (onboarding, quarterly, annual)
Compensation & Benefits Administration
- Lead annual compensation review and market benchmarking
- Oversee benefits administration, open enrollment, and benefit education
- Analyze turnover, compensation competitiveness, and retention risk
Compliance, Policies, & Risk Management
- Ensure compliance with federal and state employment laws (EEOC, FMLA, ACA)
- Maintain HR policies, handbook, SOPs
- Manage immigration/visa processes (OPT, H1B, green card support)
Training & Learning Development
- Build annual training calendar (compliance, leadership, role-specific)
- Coordinate L&D initiatives and manager capability-building programs
HR Analytics & Reporting
- Prepare monthly dashboards: turnover, headcount, recruiting, performance
- Provide insights and recommendations to senior leadership
Qualifications
- Bachelor’s degree required; HR certification (SHRM-CP/SCP) preferred
- 5–8+ years of progressive HR experience; 2+ years in a lead/manager role
- Experience with HRIS (ADP preferred)
- Strong knowledge of employment law and HR compliance
- Experience supporting scientific, biotech, or technical organizations preferred
- Excellent communication, coaching, and problem-solving skills
