Primary Purpose Of Position
DNCR Human Resources is excited to announce that we are adding a
Deputy HR Director for Total Rewards and Analytics to our team! The Deputy HR Director for Total Rewards and Analytics is a results-driven leader on the DNCR HR Team and serves as an extension of the DNCR Human Resources Director. This position performs Director level work leading a team of professional level staff in the assigned disciplines of classification and compensation, position management, recruitment, hiring, salary administration, benefits and wellness. This position serves as an expert consultant and advisor to leadership, managers, and employees making independent and collaborative decisions on complex issues, exercising a high level of analysis and interpretation of federal, state, and departmental laws, regulations, guidelines, and policies, sometimes requiring the ability to understand the intent of a policy, and to determine the most appropriate action to take in a timely manner. This position organizes and directs all analytics efforts for DNCR HR. This position will interact with DNCR leadership and OSHR on a regular basis. The Deputy HR Director for Total Rewards and Analytics also assists the HR Director with strategic planning and implementation for the larger HR department.
This position is eligible for a hybrid telework schedule which currently requires a minimum of 2 8-hour days on-site per week. Teleworking agreements will be under the conditions of the state Teleworking Program Policy and the employer may end any teleworking arrangement at any time in the employer’s sole discretion.
Key Responsibilities Include But Are Not Limited To
- Manages a team of 3 managers who provide critical consultation and assistance to leadership, management and employees for Recruitment, Classification and Compensation and Benefits.
- Provides consultation to the Human Resources Director and assists with strategic planning for the HR Department.
- Ensures that the agency conducts all classification, compensation, salary administration, recruitment, hiring and benefits activities in compliance with State policy and applicable State and Federal employment laws.
- Streamlines business processes, creates policies and standard operating procedures.
- Prepares and distributes communication agency-wide.
- Develops and enforces the pay philosophy for DNCR.
- Creates delegation agreements for DNCR division HR Managers and monitors agreement compliance.
- Guarantees training needs are assessed annually, and robust staff development opportunities are made available to the agency applicable to the areas of assignment.
- Responsible for establishing and applying policies and procedures related to recruitment, position management, salary administration, classification and compensation and benefits.
- Articulates and explains various processes, responding to important HR data requests, and providing recommendations for management.
- Advises management on vacancies and turnover, recruitment difficulties, and hiring timeframes while developing and implementing strategies to address needs.
- Oversees special projects assigned by management, including researching and gathering data, developing recommendations for implementation of projects.
- Assists in the creation and maintenance of an information-packed SharePoint site for customers.
- Implements a robust Wellness Program and value-adding benefits campaigns to improve the health of our employee population.
- Ensures that DNCR is utilizing all systems to maximum benefit and capacity, including but not limited to Fiori and Workday.
Position/Physical Requirements:
- Typical work schedule is Monday-Friday 8:00am-5:00pm, with flexibility.

Management Prefers
- Demonstrated experience working as a human resources manager.
- Demonstrated experience writing Human Resources policies and standard operating procedures.
- Demonstrated knowledge of employment law and associated application.
- Demonstrated experience developing solutions that meet the needs of the customer while adhering to policies and procedures.
- Demonstrated knowledge of North Carolina state government policy.

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution

At least five years of experience in human resources,

Three years of experience in an HR leadership position

Veteran’s and National Guard Preference
