Job Description
The Human Resources Manager performs highly complex (senior-level) human resources management work, which involves employee relations, workforce planning, and administration of compliance programs related to human resources. Work involves establishing goals and objectives, developing guidelines, procedures, and policies, evaluating business functions and department activities, and evaluating and monitoring budget expenditures. In addition, the Human Resources Manager will serve as a consultant to both employees and management teams and will align best HR practices to agency goals. This position will report to the Director of Human Resources, act on behalf of the director when required, manage the recruiting team, and work under minimal supervision with extensive latitude in the use of initiative and independent judgment.
Essential Job Duties
Assists HR Director with developing agency policies, procedures, standards, and manuals, and planning HR activities per HR objectives and goals.
Works with senior leaders and managers to provide expertise and hands-on HR support.
Manages, recommends, and implements remedies on complex employee relations issues, working closely with the Director of HR and legal as appropriate.
Leads the implementation and ongoing management of complex HR initiatives, to include programs focused on wellness and engagement.
Trains other HR staff members on HR processes and procedures.
Conducts thorough and objective investigations as needed, assesses risk, and determines the appropriate course of action, working closely with the HR Director and legal as appropriate.
Proactively identifies and assesses potential legal risks and acts to ensure compliance. Partners with the legal division as needed.
Provides performance management guidance to management for coaching, counseling, career development, and disciplinary actions.
Acts as a resource to employees when needed, providing guidance on agency policy and ensuring employee perspectives are heard and considered.
Identifies training needs and provides in-person and virtual training to employees and managers on HR policies and procedures.
Manages a team of HR professionals, including establishing goals and priorities and managing performance.
Oversees recruiting efforts, including participation in career fairs, and explores additional recruiting efforts for hard-to-fill positions.
Ensure consistency with recruiting efforts, implement best practices, and improve recruiting tools for hiring managers.
Plan and develop a recruiting budget, monitor budget expenditures, and adjust as necessary.
Track and analyze recruiting and HR metrics; provide monthly reports to management.
Assist, guide, recommend, and interpret state and federal HR-related laws, regulations, and internal policies to RRC staff regarding all human resources matters.
Provide input and recommendations for recruiting and HR best practices, compliance, and operating efficiencies.
Monitor and determine the effectiveness of human resources and administrative management programs and recommend solutions to problems.
Maintains strict confidentiality.
Performs other duties as assigned to maintain workflow.

Qualifications: Minimum Qualifications
Bachelors degree in human resources, organizational development, business, or another related field.
A minimum of five years of progressively responsible human resources experience, including experience in a senior-level HR generalist or HR Manager role.
Experience in creating, analyzing, and reporting HR metrics.
Demonstrated proficiency in the Microsoft Office suite, to include Word, Excel, and Outlook.
Demonstrated proficiency with HRIS systems, particularly PeopleSoft-based systems.
Demonstrated experience in the development and implementation of HR policies, procedures, and initiatives.
Required experience and education may be substituted for one another on a year-for-year basis.
Preferred Qualifications
Knowledge of recruiting practices.
SHRM-CP or HRCI-PHR credentials.
Experience working for a Texas state agency.
Experience in providing hands-on HR support for a dispersed employee population.
Experience using the Centralized Accounting and Payroll/Personnel System (CAPPS) used by state agencies.
