Pacific Health Group (PHG) is seeking a dynamic and mission-driven Recruiting and Talent Manager to lead talent acquisition efforts across our integrated care organization. PHG delivers Enhanced Care Management (ECM), Community Supports (CS), and Behavioral Health (BH) services under the CalAIM framework to Medi-Cal members across multiple California counties. The Recruiting Manager will be responsible for building and sustaining a high-caliber, culturally responsive workforce—with a critical priority on hiring Lead Care Managers—to meet the complex needs of the communities we serve.
This role requires a strategic thinker who can balance high-volume recruitment demands with a human-centered, values-driven approach to talent acquisition. The Recruiting Manager will work closely with PHG’s co-CEO leadership team and department supervisors to ensure staffing levels align with contractual obligations, caseload growth, and organizational development goals.
As our Recruiting Manager, you’ll own the full talent acquisition lifecycle and build the workforce that powers our mission. You’ll partner directly with our leadership team to hire clinical and community-based staff who reflect the populations we serve—and you’ll shape the systems, processes, and employer brand that help us attract and retain top talent in safety-net healthcare.
WHAT YOU’LL DO
✓ Lead end-to-end recruiting for clinical, operational, and administrative positions across multiple counties, with Lead Care Manager hiring as a top organizational priority.
✓ Build candidate pipelines for hard-to-fill roles—especially Lead Care Managers, LCSWs, LMFTs, CHWs, and Care Managers—through creative sourcing and community partnerships.
✓ Develop targeted Lead Care Manager recruitment strategies, including outreach to care management professional networks, graduate programs, and managed care organizations.
✓ Design interview frameworks rooted in values alignment and trauma-informed hiring practices.
✓ Own recruitment metrics and use data to drive continuous improvement.
✓ Champion PHG’s employer brand across job boards, social media, career fairs, and professional networks.
✓ Collaborate with HR and department leads on onboarding, credentialing, and retention strategy.
Work Environment and Physical Demands
This position operates in a hybrid environment combining remote work with on-site presence at PHG offices and occasional travel to job fairs, community events, and partner agency locations throughout California.
• Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration, or a related field.
• Minimum 3–5 years of progressive experience in recruitment or talent acquisition, with at least 2 years in a healthcare or behavioral health setting.
• Demonstrated experience recruiting clinical staff, Lead Care Managers, Outreach staff and community-based health workers.
• Working knowledge of California employment law, EEO regulations, and healthcare credentialing requirements.
• Proficiency with applicant tracking systems (ATS), HRIS platforms, and recruitment marketing tools.
• Excellent interpersonal, written, and verbal communication skills with the ability to engage candidates across diverse backgrounds and experience levels.
Strong organizational skills with the ability to manage multiple open requisitions simultaneously in a fast-paced environment
