Position Overview
The Director of Human Resources provides leadership and strategic direction for all human capital functions within the Miami County Educational Service Center (ESC). This position ensures the recruitment, development, compliance, and retention of a high-quality workforce aligned with ESC goals, district partnerships, and Ohio law. The Director serves as a key advisor to the Superintendent and collaborates with the Treasurer, Directors, Coordinators, and district partners to promote consistent, equitable, and efficient personnel operations across all ESC programs.
Essential Duties & Responsibilities
Strategic & Administrative Leadership
● Advise and support the Superintendent on personnel matters, staffing trends, and organizational needs.
● Identify HR challenges and opportunities to strengthen ESC programs and services.
● Recommend employment finalists to the Superintendent.
● Maintain effective systems for vacancy postings, applicant management, and credential verification.
Onboarding, Records & Compliance
● Design and oversee onboarding and orientation processes for new employees.
● Maintain accurate and compliant personnel records, including contracts, licensure, evaluations, salary schedules, and employment history.
● Serve as ESC’s FMLA Administrator and maintain required documentation.
● Ensure compliance with federal and state employment laws, Board Policies, and licensure requirements.
Employee Relations & Support
● Provide guidance to employees and supervisors regarding HR matters, performance concerns, and conflict resolution.
● Conduct workplace investigations, including serving as Title IX Coordinator.
● Oversee and document staff discipline processes to ensure consistent policy application.
Compensation, Licensure & Evaluations
● Certify and communicate salary placement, benefit eligibility, and contract status.
● Partner with the Treasurer’s Office regarding payroll, compensation structures, benefits administration, and personnel reporting.
● Oversee certification and licensure verification for all ESC employees.
● Coordinate evaluation processes for certified and classified staff; support supervisors in compliance and documentation.
● Coordinate Workers’ Compensation, Unemployment, and safety compliance.
● Maintain and update ESC personnel handbooks and HR procedures in alignment with current law, board policies, and best practices.
Program Oversight & Additional Duties
● Coordinate and supervise substitute calling processes and support development of a reliable substitute pool.
● Conduct exit interviews and analyze trends to support retention efforts.
● Coordinate required training by law.
● Assist in developing Board Policies, job descriptions, and organizational procedures.
● Perform additional duties as assigned by the Superintendent.
