About the Role
We are seeking a Corporate Director of Human Resources to lead HR strategy and governance across U.S. and Mexico operations. The successful candidate will drive policy standardization, ensure cross-border compliance, and transform HR into a proactive, strategic function that supports long-term organizational growth.
This role will oversee U.S. corporate HR operations while providing high-level oversight of three Maquiladora plants in Mexico, ensuring harmonized corporate standards across jurisdictions.
Key Responsibilities
Policy Governance & Compliance
• Lead the comprehensive review, development, and implementation of company-wide HR policies across U.S. and Mexico operations
• Update and standardize the Employee Handbook to align with U.S. labor laws and Maquiladora operational requirements
• Ensure compliance with federal and state regulations including EEOC, FLSA, and FMLA
• Oversee workplace safety programs and workers’ compensation initiatives
Global Talent & Workforce Management
• Manage immigration processes including H-1B, TN, and other visa/work authorization programs
• Oversee executive recruitment and corporate staffing strategies
• Manage employee relocation programs for cross-border workforce mobility
• Standardize onboarding and offboarding processes to enhance the employee lifecycle experience
• Maintain global workforce reporting, including headcount and labor cost oversight across U.S. and Mexico
Operational Excellence & HR Systems
• Develop HR dashboards and KPIs (turnover, time-to-hire, diversity metrics) for leadership reporting
• Manage compliance documentation for contractors and suppliers through the Avetta platform
• Implement structured HR issue tracking systems for employee relations and grievance management
Employee Lifecycle & Performance
• Design and lead annual performance appraisal processes
• Develop training and leadership development programs
• Oversee complex disciplinary actions with legal defensibility and fairness
• Implement employee recognition initiatives focused on tenure, performance, and innovation
Total Rewards Strategy
• Lead benefits strategy including health, dental, and 401(k) plans
• Ensure competitive compensation and benefits positioning within the Texas market
Mandatory Skills & Qualifications
• Senior-level HR leadership experience within multi-site or multinational environments
• Strong knowledge of U.S. labor laws and regulatory compliance (EEOC, FLSA, FMLA)
• Experience supporting cross-border HR operations (U.S. & Mexico preferred)
• Proven experience in policy development, workforce analytics, and HR governance
• Experience managing immigration and international workforce mobility
• Strong executive communication and stakeholder engagement skills
Preferred Skills
• Experience overseeing HR operations within manufacturing or Maquiladora environments
• Exposure to global workforce reporting and labor cost management
• Experience implementing HR analytics and dashboard reporting tools
• Strong background in transforming HR from administrative to strategic business partner
