Job Summary
The HR Recruiter is responsible for performing full life cycle recruiting, including candidate sourcing, screening, ATS processing, interviews, offers and background clearance for all positions assigned. The HR Recruiter is led by the Lead Recruiter and reports to the Administrative Director of HR.
Essential Duties And Responsibilities
Other duties may be assigned.
- Recruits qualified licensed, non-licensed, or management positions as assigned.
- Screens applicants using behavioral based tools and refers qualified applicants to the hiring manager for consideration. May provide initial screening for manager to obtain work history, education, training, job skills, and background and salary requirements. Quotes salary rates & other employment benefits in accordance with NCH guidelines.
- Collaborates with the Hiring manager to arranges travel and lodging for applicants if appropriate.
- Conducts reference checks/background screening on applicants who are pending offers of employment. Reviews reports and escalates discrepancies for approval from HR Business Manager II – Compliance, Quality, and TA reporting or other HR leadership.
- Obtains current/clear status of a primary source licensure/certification documentation prior to job offer to be placed in applicant’s file.
- Obtains interview guides from the hiring manager team prior to offer.
- Finalizes all on-boarding requirements for pass off to the HR Recruitment Associate or Talent Coordinators.
- Continuously communicates with external and internal applicants by presenting offers, emailing regret letters or regretting applicant via phone call. Presents all information required for new hire explaining on boarding process moving forward and expectations that must be met regarding pre-hire education modules, documentation etc. For transfers, explains the necessary steps to transition into their new role.
- Collaborates with Hiring managers/Directors to effectively place the ideal candidate in open positions. Regularly rounds to meet with Hiring Manager/Directors to provide to provide HR updates and training.
- Holds accountability to review assigned positions in Position Manager in a timely and accurate manner. Posts new positions as they are approved and builds new positions as required.
- Works with all hiring managers to ensure that job posting details are correct and that job descriptions reflect the most current accurate information.
- Maintains applicant pool in the applicant tracking system to ensure that review and dispositions are provided in a timely manner (within 48 hours). Ensures compliance by hiring managers to review applicants and provide feedback within 48 hours.
- Completes and submits Transfer hires through Position Manager and calculates appropriate salary using NCH compensation guidelines.
- Attends new hire orientations and welcomes new hires. Notifies appropriate Hiring Manager of any concerns regarding new hires.
- Meets with new hires as necessary for the onboarding process to complete new hire paperwork, review orientation details, etc. before they begin employment if the talent coordinators are not available.
- Collaborates with the Administrative Director of HR and Manager of Strategic Learning and Organizational Development to develop and maintain professional relationships with college, university, and community placement offices as a source to generate qualified applicants. Attends local and out of state Job Fairs as well as with local high school and vocational schools to recruit new grads.
- Coordinates recruitment efforts that may be required from outside travel or contract companies for specific short-term needs in specialty areas. Conducts onboarding and maintains employment status of the outside travel or contract company’s employees.
- Maintains knowledge of assigned positions within the organization. Maintains knowledge of employment laws as well as national and local employment trends.
- Maintains Procedures Manual for this role ensuring all processes and procedures are current and up to date including information on the Intranet.
- Collaborates with, is cross trained in, and performs basic job duties of other HR staff. Serves as a Human Resources professional and can assist customers in all basic HR functions.
- Provides backup to other HR positions as appropriate and needed.
- Perform as an essential employee for the Human Resources Department. Essential employees are those who have critical functions to support the organization during and immediately after a weather disaster or pandemic. Essential employees are expected to report for duty as scheduled.
Education, Experience And Qualifications
- Bachelor’s Degree required, or 6 years of healthcare recruitment experience in lieu of education.
- Must have at least 6 months of recruitment related experience, healthcare preferred.
- Requires a sound working knowledge of statistical concepts and data collection procedures.
- Must be able to prepare and analyze reports and presentations and present ideas clearly and concisely, both orally and in writing.
- Strong attention to detail, accuracy, and the analytical ability to solve problems and issues.
- High level of proficiency with Windows, MS Word, MS Excel, MS Outlook required.
- Strong analytical, organizational skills communication skills required.
- Self-motivated to be organized, achieve high performance standards, and accept accountability for performance.
- Experience balancing a dynamic workload with constantly changing priorities, deadlines, and project scopes.
- Intermediate computer knowledge: Uses Microsoft Word, Excel, Outlook, and Windows.
