As we expand into the U.S. market, we are building a strong foundation for operations, HR infrastructure, and growth. We are seeking an experienced
HR Manager who is passionate about creating HR systems from scratch and supporting a dynamic tech startup environment.
Role Overview
The HR Manager will be responsible for setting up and managing all HR functions for our U.S. entity, ensuring compliance with
federal and state laws (including NY, NJ, and CT) while fostering a positive work environment. This is a hands-on role that combines strategic HR leadership with day-to-day HR operations.
Key Responsibilities
- HR Setup & Strategy: Establish and implement HR policies, procedures, and the employee handbook tailored to U.S. labor regulations and CTW's global culture
- Payroll Management: Set up and administer payroll systems, ensuring accuracy and compliance with federal and state tax and labor laws
- Talent Acquisition: Manage recruitment efforts to attract top talent, focusing on roles that support the company's U.S. expansion and future AI initiatives
- Employee Relations: Serve as the first point of contact for employee concerns, foster engagement, and maintain a positive work environment
- Compliance: Ensure HR practices comply with federal and state employment laws, including NY, NJ, and CT labor regulations, as well as company policies
- Benefits & Compensation: Oversee employee benefits programs and ensure competitive, compliant compensation structures
- Cross-Cultural Communication: Leverage Mandarin language skills to facilitate communication with headquarters and align cultural expectations
Requirements
- Experience: 5+ years in HR roles, with at least 2 years in an HR manager or HR generalist capacity
- Startup Experience: Proven track record in supporting tech startups or small-to-mid-sized companies, including setting up HR processes from scratch
- Hands-On Expertise: Payroll system setup and administration, HR handbook development, policy implementation
- Language Skills: Bilingual - English & Mandarin (Required)
- Legal Knowledge: In-depth understanding of U.S. labor laws with strong familiarity with New York, New Jersey, and Connecticut regulations
- Education: Bachelor's degree in Human Resources, Business Administration, or related field (HR certification is a plus)
- Tools: Strong experience with Rippling HRIS & payroll system, plus familiarity with other HRIS tools
