The HR Director for Behavioral & Correctional Health Services will lead strategic human resources initiatives across two critical divisions of Jackson Health System: Miami-Dade Corrections Health Services (CHS) and Jackson Behavioral Health Hospital (JBHH). This role ensures alignment of HR practices with organizational goals, regulatory standards, and the needs of a multidisciplinary healthcare workforce serving both incarcerated populations and individuals with behavioral health conditions.
Miami-Dade Corrections Health Services (CHS)
- Supports approximately 5,000 patients daily across three correctional facilities
- Manages HR functions for nearly 400 healthcare professionals including nurses, physicians, psychiatrists, social workers, and support staff
- Coordinates with Miami-Dade Corrections & Rehabilitation and leverages Jackson Health System resources in education, compliance, and risk management
Jackson Behavioral Health Hospital (JBHH)
- Oversees HR operations for a 180,000-square-foot behavioral health facility
- Supports a full continuum of care including crisis stabilization, inpatient, and outpatient services
- Collaborates with the University of Miami’s Department of Psychiatry for specialized treatment programs
- Includes criminal justice mental health services and research-based care delivery
Responsibilities
- Strategic HR Leadership: Serve as the primary HR advisor to business unit leaders. Align workforce strategies with organizational goals and lead workforce planning using data-driven insights.
- HR Operations & Talent Management: Oversee recruitment, onboarding, retention, and development. Partner with hiring managers to maintain a strong talent pipeline and improve early retention.
- Employee Labor Relations: Provide expert guidance on employee relations and union matters. Conduct investigations and ensure adherence to collective bargaining agreements.
- Learning & Development: Collaborate with L&D teams to coach leaders and promote continuous learning across the organization.
- Compliance & Performance Improvement: Ensure HR practices meet regulatory standards and support performance improvement initiatives.
- Perform other related duties as assigned.
Qualifications
- Education: Bachelor’s degree in Human Resources, Healthcare Administration, or related field required. Master’s degree strongly preferred.
- Experience: 7–10 years of progressive HR leadership experience, including management experience.
