HUMAN RESOURCES DIRECTOR
Nature Of Work
Complex supervisory, administrative, and professional work in planning, organizing, coordinating, directing, and supervising all the human resources functions for the Town as well as the veterans’ services function.
SUPERVISION
Works under the policy direction of the Mayor.
Performs highly responsible work, requiring the exercise of considerable independent judgment in the planning, direction, and control of the human resources functions of the Town.
Directly supervises human resources employees and the Veterans’ Agent.
Job Environment
Work is generally performed under typical office conditions. Frequently required to work outside normal business hours. May be required to work on weekends and may be contacted at home at any time to respond to important situations and emergencies.
Has access to town wide confidential information, which may include personnel records, litigation matters, criminal investigations, collective bargaining negotiations, medical records and bid documents.
Errors in administrative decisions could result in lower standards of service, have legal repercussions and cost implications for employees and the Town.
Essential Functions

- Plans, controls and directs all aspects of the Human Resources Department including the activities of the Veteran's Agent; develops and recommends departmental policies, projects, and procedures;
- Is responsible for the preparation of the department's operating budget, which includes all employee benefits and insurances for all Town employees including School and BELD, as well as Veterans’ services.
- Responsible for Town wide recruitment and selection effort. Works with department heads in filling all positions including Fire and Police.
- Serves as the Equal Opportunity Employment and Affirmative Action Officer, as well as the MCAD/Harassment Investigator/Coordinator.
- Performs all personnel investigations.
- Administers collective bargaining agreements; advises department and division supervisors on the application and interpretation of collective bargaining agreements, employment laws, ordinances and regulations.
- Serves as a key member of the collective bargaining team in negotiations with the Town's unions. Costs out proposals.
- Serves as hearing officer in grievances.
- Responsible for Town job descriptions, ensuring compliance with the American with Disabilities Act (ADA).
- Maintains Town classifications plans and systems, including updating when changes occur either in duties or in rates of pay and when reclassification requests are submitted.
- Works with department heads to accurately project salary costs for budget and auditing purposes.
- Manages the town’s benefits functions. Ensures the Town is in full compliance with all federal, state and local regulations. Works with benefit advisers and plan administrators to pursue improvements both in cost and services. Works with Public Employees Committee, unions and other employee groups in negotiating benefits issues.
- Manages the self-insured Workers' Compensation program. Works with plan administrators, department heads, unions and other employee groups, such as a safety committee, towards the goal of reducing the frequency, severity and duration of injuries in the workplace.
- Manages the self-insured Health Plans for the Town. Works with plan administrators and consultants to determine plan design, annual insurance premium rates and stop loss insurance. Oversees wellness programs for the Town.
- Responsible for leave administration, which includes benefits under collective bargaining agreements, Town policies, and laws such as the Family Medical Leave Act.
- Responsible for Human Resources Information Systems. Advises Mayor and Director of Municipal Finance on appropriate software and systems for managing human resources data, tracking and filing.
- Maintain all personnel files in accordance with federal and state laws.
- Develops training programs in conjunction with recommendations from department heads, advisers and employee groups.
- Responsible for unemployment claims for the Town, including the School Department and Braintree Electric Light Department.
- Responsible for the establishment of the bi-annual Firefighter Selection List including the selection of the test preparation and scoring company, site selection, advertising, proctoring, point compilation and list maintenance.
- Responsible for maintenance of all salary tables in the Town’s Payroll software.
- Serves a trustee of the Other Post-Employment Benefits (OPEB) Trust.
- Performs other similar or related work as required, or as situations dictate.

Knowledge, Skills And Ability
Knowledge. Knowledge of HR systems, policies and procedure development. Knowledge of federal, state and local regulations associated with Human Resources. Extensive knowledge of all functional aspects of human resources management, including recruiting, compensation, EEO/AA, benefits, training, employee relations, labor relations and organizational development.
Ability. Ability to establish and maintain cooperative relationships with town officials. Ability to lead and supervise departmental staff. Ability to multi task and manage multiple priorities.

Required Qualifications
Master's degree in Public or Business Administration, Human Resources or similar field; 10 years of progressively responsible experience in public or governmental human resources, 3 of which must be in a management capacity; strong public human resources background highly desirable; or any equivalent combination of education and experience.
Physical Requirements
Minimal physical effort generally required in performing duties under typical office conditions. Position requires the ability to operate a keyboard and standard office equipment. The employee is frequently required to sit, talk and hear. Specific vision requirements include close vision, distance vision, and the ability to adjust focus.
