Summary:
Human Resources is responsible for the organization's human resources programs, which include recruitment, employee benefits, training, wage/salary and benefits administration, termination and EEO compliance.
Duties And Responsibilities
- Enact and oversee a successful talent recruitment, development and retention program.
- Induction and onboarding of new employees.
- Responsible for HRIS.
- Payroll.
- Maintain employee tax deductions and exemptions, attendance and benefits.
- Prepare and submit government reports, tax deposits and filings.
- Oversee personnel files, performance review processes, employee relations, and the internal processes for management of federal laws including ADA, FMLA, and FLSA.
- Serve as mediator to settle disputes between coworkers and managers.
- Investigate complaints of discrimination, harassment, unfair treatment or poor working conditions.
- Ensure proper, appropriate and thorough documentation of any disciplinary measures, including separation from the bank, taken by bank personnel.
- In conjunction with bank management, maintain a positive workplace culture in the bank.
- Responsible for personnel policies regarding recruitment, hiring, promotion, compensation and benefits administration, and discharge of employees.
- Periodically review benefits programs to ensure they are cost effective, market competitive, and in compliance with government regulations.
- Respond to employee questions regarding pay, benefits or other items impacting them personally or professionally.
- Provides administrative support to open enrollment periods and services the day-to-day plan needs.
- Develop and maintain an appraisal and promotion program which includes systematical investment in staff education and training necessary to the successful productive longevity of employees.

- Ensure updated job descriptions are completed and available for all positions in the bank.
- Periodically review banks succession plan to ensure plan participants are receiving necessary responsibilities and/or training to fulfill their suggested role in the plan.
- Periodically review Employee Handbook and Code of Conduct and suggest changes, additions or deletions as needed.
- Attend seminars and training as needed.

Experience And Other Requirements
- Must have at least 10 years of banking experience.
- Must have at least 10 years of experience in human resources with at least 5 years being directly involved in talent recruitment, acquisition and retention.
- Must possess thorough knowledge of human resources policies and procedures as well as federal, state, and local laws..
- Strong and effective verbal and written communication skills.
- Keen problem-solving and decision-making skills to analyze complex situations, identify viable solutions, and make informed decisions that align with the bank’s goals and values.
- Must possess highly tuned conflict resolution and mediation skills.
- Demonstrated knowledge and understanding of regulatory issues, risk management, and internal controls necessary in a financial institution setting.
- Excellent analytical ability and ability to conduct thorough research, interpret and understand laws and regulations, and provide workable recommendations and solutions to problems.
- Must possess the ability to handle multiple conflicting deadlines.
- Must possess the ability to interact positively with all levels of the organization, including Management, the Board, coworkers, and customers to promote a team effort and maintain a positive attitude even under extreme pressure.
- Extensive use of personal PC required with proficiency in Microsoft applications, including Word, Excel, and PowerPoint.
