Job Summary/Basic Function:
Boise State University is seeking a Director of Personnel and Administration to join the College of Engineering (COEN). This position will report directly to the Dean of the College of Engineering and supports COEN management on personnel strategy, performance management, staff professional development, faculty rank and tenure processes, faculty sabbatical processes, personnel leave, talent recruitment/acquisition, employee onboarding, and other related functions. The position also serves as the direct supervisor for the HR administrator in the dean’s office, the COEN Academic Affairs Business Operations Coordinator, and the Assistant to the Dean.
The Director of Personnel and Administration partners with college leadership to support a broad scope of personnel processes and systems to support the college’s strategic mission and operational goals. The Director of Personnel and Administration must build strong collaborative, supportive relationships with key stakeholders across COEN, Academic Affairs, the Division of Human Resources, and across the university. In collaboration with the dean, the Director of Personnel and Administration addresses confidential, sensitive, and highly complex personnel matters.
This position will work on campus in Boise, Idaho and is not eligible for visa sponsorship.
Essential
Functions:
90% of the Time, the Director of Personnel and Administration must:
Administration:
- Primary responsibility for all leadership, direction, and management of administrative functions, and liaison/coordination with Human Resources for the College of Engineering. Oversee and manage academic deadlines throughout the year and serve as a resource to the dean and the College leadership team on the development and implementation of personnel processes and policies.
- Manage processes, workflow, communication, and documentation with the dean and college leadership team in areas of faculty recruitment, tenure and promotion, staff evaluations, periodic review of tenured faculty, special course and program fees, and sabbatical applications.
- Lead/manage processes for hiring staff in the dean’s office and across the college, including compliance with university policies and training/support of search committees.
- In conjunction with the Center for Global Education and the Office of Research Compliance (Export Control), assist and advise the dean and college leadership as needed on the relevant laws and regulations around nonimmigrant and immigrant visas and export control to recruit and retain talent on a global scale.
- Facilitate communication of policies, procedures, best practices, and new initiatives to the department/school managers, and develop and provide training on policies and procedures.
- Develop, provide, and track training and professional development for college staff and faculty working in administration.
- In partnership with the dean and Human Resources, work to resolve complex personnel situations, including but not limited to staff restructures, performance concerns, interpersonal conflicts, and policy violations.
- Provide leadership and work collaboratively with college administrative staff to streamline college processes and operations.
- Support and train department managers and staff on academic policies and procedures
- Develop programs and processes to enhance staff performance and professional development, including efforts to smoothly and effectively onboard new employees and to periodize professional development for staff.
- Review, edit, and execute human resource transactions for the College, such as, but not limited to, new hires, promotions, memorandums of agreement/understanding, salary changes, payroll terminations/resignations, disciplinary actions, supplemental compensation, and account changes.
- Collaborate with Human Resources and the Director of Budget and Finance to analyze and provide recommendations on starting salaries and strategic salary adjustments for faculty and staff.
- Manage the annual distribution of faculty contracts.
- Manage the administration of the college’s tenure and promotion process and serve as the administrative coordinator for COEN’s tenure and promotion committee.
- Manage the administration of the sabbatical process for faculty, in collaboration with the Provost Office, dean, and faculty.
- Oversee the administration of the department’s performance evaluation process for classified and professional staff.
- Manage the administration of the department chair/school director appointment process.
- Create, execute, and analyze surveys on behalf of the dean to assess the department chairs/school managers' effectiveness in leading and managing their teams.
- Serve as building coordinator for the Grant Avenue Annex building, including oversight of office assignments.
Financial Management
- Partner with the COEN Director of Budget and Finance to advise the dean on resource planning and strategic decision-making.
- Execute and track MOUs for college personnel and financial commitments.
- Approve and execute university contracts for COEN business operations with a value not exceeding $10,000.
Faculty and Staff Management
- Provide immediate supervision for the HR Administrator, COEN Academic Affairs Business Operations Coordinator, and the Assistant to the Dean. Including managing and scheduling work assignments, ensuring equitable and balanced support across responsibilities and support areas, providing training, approving timecards and/or leave requests, and conducting annual evaluations and goal setting.
10% of the Time, the Director of Personnel and Administration must:
- Engage in training and professional activities to maintain currency in policies and HR best practices
- Serve as the backup to the Dean’s assistant in calendaring, coordinating travel plans, reconciling expenses, processing reimbursements, and event planning and coordination.
- Serve on college committees as needed;
- Perform other job-related duties and special projects as assigned.

Minimum Qualifications:
- Bachelor’s degree or equivalent plus five years progressively responsible experience in similar work, including one year of managerial experience.
Preferred Qualifications:
- Previous successful experience in a higher education setting.
- Previous success serving on an executive leadership team.
Salary and Benefits:
Salary range is $80,828.80 - $101,025.00 annually and is commensurate with experience in an equivalent position. Boise State University provides a best-in-class benefits package , including (but not limited to):
