Position Overview
The Human Resources Manager, under minimal supervision, oversees the human resources functions of the organization. The Human Resources Manager oversees the execution of human resources policies and programs, which include recruitment and onboarding, training and career development, team member relations, and compensation and benefits planning. Ensures compliance with federal, state, and local regulations, including EEO, FMLA, and FLSA. Assists and coaches line managers in the application of HR programs to departmental operations and answers team member/candidate questions about TVEMS and its HR policies and offerings. The Human Resources Manager develops, implements and monitors HR programs that are meant to foster TVEMS culture and creates reports to demonstrate progress. Tracks participation in required annual training programs, educates and provides support to team members.
EMPLOYMENT STANDARDS:
Education/Experience:
Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying. Typical qualifications would be equivalent to:
Preferred:
- Human resources experience in EMS or the healthcare industry
- HRM or SHRM certification
Required:
- A bachelor’s degree from an accredited college or university, preferred courses of study are human resources or business related. (Additional experience in the areas listed above may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education in one of the fields listed above beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience.)
- Valid, unrestricted Colorado driver’s license, with proof of good driving record.
- Knowledge of human resources program elements.
- Minimum 5 years of human resources-related program management and/or other relevant experience.
Knowledge:
Comprehensive knowledge of human resources concepts and principles, policies, procedures and practices, with emergency medical services (EMS) industry knowledge preferred. Knowledge of policy and educational curriculum development, interpretation of rules and regulation and general knowledge of team member relations investigation. Knowledge of human resources laws, processes and systems. Candidate should have knowledge of management principles, practices and processes and general process improvement knowledge. In-depth knowledge of HR best practices, employment law, and labor relations.

Salary Range
Annual $86,145 - $124,200 (competitive salary based on experience and qualifications)
Physical Requirements
Ability to perform such full range of body movement as lifting, bending, stooping, kneeling, repetitive keyboarding and extended periods of sitting or standing.

Essential Functions:
Recruitment & Retention:
- Oversees recruitment efforts, ensuring the organization attracts top talent in alignment with TVEMS's operational needs, including management of applicants, interviews and hiring processes.
- Develops strategies for team member retention and engagement.
Team member Relations:
- Acts as a trusted advisor to team members and leadership on matters of workplace policies, conflict resolution, and organizational development.
- Workplace team member relations incident investigations, reporting and management.
Policy Development:
- Creates, implements, and maintains HR policies and procedures to ensure compliance with all local, state, and federal laws.
Performance Management:
- Develop and manage performance review processes, team member recognition programs, and training initiatives to support professional growth and organizational goals.
Compensation & Benefits:
- Collaborates with Director of Finance to manage payroll processes, benefits administration, and salary structures to maintain competitive and equitable compensation practices.
Compliance:
- Ensures adherence to employment laws and regulations, as well as organizational policies related to safety, privacy, and equal employment opportunity.
- Submits records to oversight and regulatory bodies, tracks requirements and reports on them as needed.
Culture & Engagement:
- Champions initiatives that promote a supportive and collaborative work environment, emphasizing TVEMS’s commitment to service and teamwork.
- Develop and train team members on organizational HR programs.
- Comprehensive program evaluation and improvement.
Human Resources Management:
- Conducts audits and reports findings.
- Coordinating with department personnel for onboarding processes and pre-employment activities.
- Manage Human Resources Information System for the organization with assistance from IT
- Assist with the development and implementation of annual training and professional development programs and plans.
- Coordinates and leads team member performance management activities with members of the leadership team.
- Completes and maintains timely, and accurate records, and other required documentation.
- Demonstrates attention to detail, timely follow-up, initiative and discipline in carrying out tasks.
- Participates whenever needed in the spirit of teamwork.
- Operates all company vehicles safely in a variety of weather and road conditions.
WORKING ENVIRONMENT
Material and Equipment Involved:
Possess a working knowledge of human resources software and systems, various business processes and office management including computers, telephones, copiers, and other office equipment. Possess a working knowledge of Human Resources Information Systems.
Hazardous Exposure Category:
III. Involves no exposure to blood, body fluids, or tissues, although situations can be hypothesized under which anyone, anywhere, might encounter potential exposure to body fluids.
Lifting Requirements
Level 2: Light work - Exerting up to 20 pounds of force occasionally, and/or to 10 pounds frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are more than those for sedentary work.
