The Department of Administration (DOA), Division of Personnel Management (DPM) is seeking an accomplished HR leader who is passionate about delivering high-quality HR services to serve as the Human Resources Director overseeing the HR teams supporting the workforce at Region 3, Department of Children and Families (DCF) and Department of Agriculture, Trade, and Consumer Protection (DATCP). This position has the ability to work remotely and will be headquartered at either the Tommy G Thompson Center (201 West Washington Ave., Madison, WI) or the DATCP State Office Building (2811 Agriculture Dr., Madison, WI). This position will be required to travel between these two locations and other areas of the state as needed.

DCF provides/oversees county administration of programs to assist children and families. Specific programs include adoption and foster care services; background investigations of child caregivers; the Wisconsin Works (W-2) public assistance program and several others. The department also works to ensure that families have access to high quality and affordable early childhood care and education and administers the licensing and regulation of childcare centers.

DATCP is responsible for protecting and promoting Wisconsin’s agricultural industries and consumers. As an agency, its goal is to serve the people of Wisconsin assuring: safe, wholesome food; consumer protection and fair business practices; animal and plant health; a clean environment; and strong agriculture and commerce.

Position Summary

Responsibilities

The Region 3 DCF/DATCP Human Resources Director is responsible for the direction, administration, and evaluation of the full-scope comprehensive human resources programs for the Department of Children and Families and the Department of Agriculture, Trade, and Consumer Protection. Specific responsibilities are as follows:

Provide leadership to ensure effective delivery of human resources services to agency leadership and staff
Direct the development and implementation of HR policies, practices and procedures, including those specific to the assigned agencies, Region 3, and the enterprise
Direct the ongoing activities including the preparation and implementation of the operating budget, expenditure controls, equity and inclusion plans, internal communication, staff development and training
Supervise assigned Region 3 staff
Provide information and consultation on human resources management issues

Salary Information

This position is in classification Human Resources Manager, pay schedule-range 81-01 with an annual salary of $116,480 - $124,550, plus excellent benefits. A two-year Career Executive trial period is required.

For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan effective at time of hire.

Job Details

Employment will require the selected candidate to pass a background check. The Department of Administration does not sponsor work visas. All persons hired will be required to verify eligibility to work in the United States without sponsorship when completing the I-9 form upon hire.

Qualifications

Minimally qualified applicants must describe experience with all the following in an HR role:

Managing at least one of the following human resources program areas:
Employment relations (e.g., performance management, workplace complaints, workplace investigations, etc.)
Recruitment and staffing
Compensation
Classification
Payroll and benefits administration
FMLA and leaves of absence
Equity and inclusion
Providing management support/consultation to high level managers/leaders in an organization (e.g., agency head, executive leadership, division administrators, the leader of a private sector business/organization such as President or CEO, other department managers/leaders in various industries, etc.) on human resources programs/topics.
Supervising human resources staff (e.g. hiring, assigning work, setting goals, evaluating performance, guiding employee development, etc.)
Developing and/or implementing human resources policies/procedures for an entire organization.

In addition to the minimum qualifications above, well-qualified applicants will also have experience with at least some of the following:

Managing two or more human resources program areas.
Supervising other managers/supervisors
Leading and/or implementing strategic initiatives for an organization (e.g. redesigning complex HR related programs, leading process improvement initiatives to streamline operations, facilitating organizational change, etc.)
Analyzing data to drive decision making processes.
Working in the public sector.
Human resources management experience in a large organization with a workforce in excess of 1,000 employees.
Working in an organization that provides assistance programs to children and families; and/or an organization responsible for working with agricultural industries, consumer protection, product safety, etc.
Leading staff in providing simultaneous human resources support to multiple organizations/departments with different operational needs or objectives
