Summary

This position serves as a member of a team that provides human resources (HR) support and service for the District’s overall talent acquisition and development (including student teaching), substitute services, and evaluation programs; assists in the development and coordination of the District’s talent acquisition, onboarding, and retention programs; as directed, coordinates the recruitment sourcing and outreach process; performs data entry and analysis activities in the District’s human resources information system (HRIS) and related applications and substitute services information system (Frontline system); analyzes data to ensure compliance with Collective Bargaining Agreements (CBA), state, federal, and District policies.

Essential Job Functions

Works as a team member to provide excellent customer service with efficient and effective HR assistance on behalf of the District talent acquisition and development, substitute services (including hiring and deployment), and evaluation programs; coordinates processes and activities with administrators; collects, analyzes, presents and communicates data to administrator; consults with other staff as necessary to coordinate the District talent acquisition, onboarding, and retention programs.
As directed, may conduct analysis of available talent, employment trends, job market forecasts, and the potential impact on the District; may implement new sourcing data through applicable business intelligence software; maintains, monitors, and analyzes recruitment and retention data; uses data to assist administrator with developing a comprehensive District plan; maintains, monitors, and uses data compilation to see trends of hiring, onboarding, and retention including student teachers, new administrators, etc.; prepares and compiles a variety of correspondence and reports.
Assists the administrators in collaboration with department staff and hiring managers to forecast future hiring and substitute needs; may project future District employment needs and assists hiring managers to develop plan to meet those needs; partners with hiring managers to develop and implement effective recruiting strategies and workforce planning; assists with the District’s overall diversity and inclusion recruitment program on a state and national level.
Serves as District liaison with state and national colleges and universities and applicable state departments to place student teachers; coordinates and may participate in recruitment trips to selected colleges and universities, job fairs, and other appropriate events and venues.
Creates communication materials and presentations to support analysis, implementation of programs, and/or for process updates; distributes to department staff, as directed; organizes and coordinates local and/or online job/placement fairs; assists in developing recruitment, advertising, and marketing materials; prepares recruitment displays and other appropriate materials.
Collaborates as liaison between stakeholders and the District in the areas of recruitment, retention, and credentialing; works to ensure effective and efficient processes are being utilized for all credentialing services.
May screen highly potential applicants, especially for hard to fill positions, to build a pool and pipeline of candidates for hiring administrators; may advise hiring managers on candidate selection via data compilation and candidates’ profile.
Assists administrators with new hire orientation and onboarding process of new employees; acts as brand ambassador and promotes District as employer of choice through career events (online or in person), seminars, and day-to-day communications; coordinates and organizes job fairs and other department events.
Supports District leaders with performance evaluation procedures and processes.
Collaborates with the HR team and school administrators to develop and continuously improve procedures for the talent acquisition, substitute services, and evaluation programs; works together with the department and school staff to resolve problems; promotes a high-quality customer service environment; assists other staff during peak periods.
Ensures legal compliance by monitoring and implementing applicable HR, federal, and state requirements; upholds District policy (e.g. assists in reinforcement of affirmative action); remains current on labor legislation; communicates with department staff and administrators about changes in regulations at the federal and state level.

Regular, reliable, predictable attendance or physical presence is an essential job requirement and critical to the performance of the work.

CONDITIONS

Office environment; experiences frequent interruptions; occasionally required to work with difficult and sensitive situations and/or people; required to travel to District and community sites; may be required to work outside of regular office hours, including nights and weekends, as needed; may be required to lift and carry up to 20 pounds, bend, squat, stoop, kneel, crouch, walk, twist, climb, and/or be mobile.

Minimum Qualifications

Education and Experience

Bachelor degree in human resources, business, or closely related field from an accredited college or university; four years of increasingly responsible office experience; work experience in a classroom and with a school district in a confidential role, preferred; human resources and sourcing/recruiting and applicant tracking experience, preferred; or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work.

Licenses/Special Requirements

Valid Washington State driver’s license.

Fingerprints and successful WSP and FBI background clearance/sexual misconduct clearance.

Allowable Substitution

Equivalent combinations of education and experience may be evaluated by the Human Resources department for comparability.
